Schools Superintendent Defends Proficiency Rates

By Ryan Cunningham Jun 4, 2026 | 7:22 AM

(KNOX) – North Dakota has a lower percentage of students proficient in reading and math because the state has higher standards.

That’s the explanation from North Dakota State Superintendent of Public Instruction Levi Bachmeier, who is facing criticism from Charles Tuttle, who is challenging Bachmeier for the job.

Bachmeier says he will not change the standards to make schools look better, and adds North Dakota expects more students to be proficient than other states.

Grand Forks educator Tracy Layne Foss is also running for the superintendent position.
