The Grand Forks council will be will be asked to weigh in on several major development projects in the coming weeks and months.
City Administrator Todd Feland says they include modifications to the existing development agreement for The Beacon as it relates to the events space.
In addition Feland says the Epitome Energy agreement is close to being wrapped up. As part of the package Grand Forks would serve as the conduit for some $120 million dollars in solid waste bonds to help support the $450 million dollar build.
Following last week’s special election the council will need to adjust the ordinance to extend the local sales tax for an indoor athletic complex. Feland says it’s the next step in the process. “There is an additional parcel we don not own that would be contained in the sports complex. That’s about $2.1 million dollars…we do have an appraisal. We would move forward with an RFQ or RFP for professional services.”
Canvassing of the election results is slated for Monday.
Early into 2024 the council is also expected to release an RFP for development of the old water treatment plant site near the downtown.

The Grand Forks council approved an amendment last night (Monday) to the Land Development Code as it relates to landscaping and buffer yard requirements. The discussions revolved around planting schedules and what types of plants are most appropriate in various scenarios.
The council also reviewed changes to the alcohol ordinance for hotel-motels. It would change to minimum number of guest rooms from 100 to 75 to allow mini bars. The change came at the request of the new downtown Olive Ann Hotel.
