(KNOX) –Two new restaurants could be coming to downtown Grand Forks, and the City Council on Monday gave preliminary approval to an income tax incentive.
Fenders Family Entertainment Center and Earl’s Pizza could end up leasing open commercial space that is located in the Franklin on Fourth building. The restaurants will be two separate businesses and are being developed by Franklin Marketplace LLC.
The project would be able to receive eight years worth of state income tax exemption if an application for a lease/leaseholder improvement incentive gets approved. The incentive would be through the Grand Forks Renaissance Zone program. The Renaissance Zone program is a state program that gives local and state tax incentives for either property development and/or improvement in specific areas of a city.
Construction would start by October 1st, 2026 and be finished by March 1, 2027. The project is estimated to cost $4 million, and there would be a state tax benefit of $31,570.
The space would be nearly 16,000 square feet; which would include an outdoor patio, an arcade, an area to play cornhole and dining space. Earl’s Pizza would have its own dining area where it would serve pizza and gelato. Customers would be able to have their meal while in the Fenders entertainment center.
Franklin on Fourth was finished in 2024, and it already includes businesses like the Avant Salon and Spa, ICON Architects, Halberstadt’s Men’s Clothing, Core Collective Fitness Studio and a boutique office owned by Oxford Realty. It also has apartment units.
