(KNOX) – Normally, an election would answer questions regarding the makeup of a city council and who will be mayor.
Not in Emerado.
After Tuesday’s primary, one office could be decided by a random draw, while another has a winner that may, or may not, actually want the job.
Emerado had no candidate officially run for mayor. A write-in campaign has elected Terry Kramer, a former city councilperson in the community. However, it’s not clear if he was actually seeking office.
If Kramer accepts, he’s the mayor. If he declines, the city may have to call for another election.
Meanwhile, a city council position is undecided, and may come down to a random draw of names out of a hat. Bobby Strom and Ruth Graber ran, seemingly unopposed, as two spots were being decided.
However, after Strom received 46 votes to win a seat outright, Gruber tied with Robert Kappelhoff. After a mandatory recount, if the race is still tied, either candidate can concede. If neither concedes, a random drawing would decide the seat.
