(KNOX) – City leaders are discussing an apparent shift in the pattern of where homeless people dwell during the winter months.
Leaders went over the issue at a meeting of several entities Wednesday, among them law enforcement and non-profit organizations.
The NEST low-barrier housing is full, but few are making their way to Northlands Rescue Mission. Police Chief Jason Freedman speculates some will take to warm areas of parking garages during the winter.
Several non-profits are working to offer additional services during the winter.
