(KNOX) – Grand Forks Police said that a man has been arrested for allegedly threatening to shoot up and burn down an apartment building.

The Grand Forks Police were called to an apartment for a report of disorderly conduct.  According to court records police say the reporting person said that Jasper Torres was outside the apartment, yelling that he was going to shoot up the building, and burn it down.

The documents say that Jasper was yelling so loud that another person opened their balcony door and told him to be quiet. Jasper then told that person that he was lucky that he did not pull out his gun and shoot him and the building up.

Police said they found Torres sitting on a bench at the Grand Forks Public Library, Torres is facing one count of terrorizing.
