(KVRR-KXNET) — A proposed bill intended to protect anybody using artificial intelligence chatbots failed to advance in Tuesday’s AI and Data Center Committee meeting, but will be up for further consideration.
The committee met at the Capitol for the final meeting before the legislative session.
The new bill requires chatbot operators to adopt protocols to detect, respond to, and report user prompts that signal any mental or behavioral health concerns.
In addition, the legislation would mandate the use of age verification and minor detection for explicit computer-generated content.
Any penalties would be decided by the Attorney General’s office.
“There’s certainly data privacy concerns along any sort of minor communication,” said Greg Kasowski, executive director at Children’s Advocacy Centers of North Dakota, during public comment.
While the bill did not officially pass, committee members sponsored it with the intent to revise and repurpose it during the upcoming legislative session.
