Grand Forks City Administrator Gives Project Updates

(KNOX) – City Administrator Todd Feland says city staff are proceeding with the two-step plan that the City Council approved in December for redeveloping the old water treatment plant. The city requested qualifications for developers who may be interested in the former plant site. The city would then request proposals from them for potential project plans.

Some city administrators and possibly other stakeholders, are planning a development trip to South Dakota in August or September to visit two new and upcoming mixed-use developments near downtown Sioux Falls. One of them is next to the Big Sioux River. Feland says the group will look at Sioux Falls’ overall downtown master plan and its greenway system for ideas.

Two other projects supported by the city are also still being worked out. The Ray Richards Golf Course redevelopment project will be presented at a combined informational meeting for the City Council, Grand Forks County Commission and Grand Forks School Board on July 14. The University of North Dakota wants to get a PILOT tax incentive to continue moving forward with the planned apartment complex and Toptracer driving range.

The Beacon apartment development project is scheduled to have a public hearing next Monday, where the City Council will decide on whether to approve a five-year, 100 percent PILOT for the two existing apartment buildings. It will also decide on whether to approve an eight-year, 100 percent Renaissance Zone incentive for the planned third building

The Epitome Energy soybean crushing plant is also reportedly getting interest again because there is increasing demand in the diesel industry. He expects to have more updates later this summer.

The city is also communicating with the development team for the BI Biorefinery, which is an ethanol and alcohol plant that has been shut down since 2022. Feland expects to have an update on that project in July or August.
