Grand Forks Police Arrest Two

(KNOX) – A traffic stop for a simple equipment violation turned into a multi-agency pursuit through the streets of Grand Forks Wednesday evening, ending with the use of a PIT maneuver and specialized tactical equipment to take two suspects into custody.

The incident happened on South 10th Street when a Grand Forks Police officer attempted to pull over a 2010 Honda Ridgeline for equipment violations and the knowledge that the owner’s license was revoked.

Instead of stopping, the driver fled. The chase wound through several major city arteries.

The pursuit finally came to a halt in the 2000 block of Library Lane after a Grand Forks County Sheriff’s Deputy executed a pursuit intervention technique maneuver to disable the vehicle.

Even after the vehicle was disabled, the situation remained tense. Both the driver and the passenger refused to exit the Honda, leading officers to conduct a high-risk vehicle stop.

To resolve the standoff, authorities deployed the GFPD’s armored tactical vehicle and used less lethal impact munitions to force the occupants out of the vehicle. Both individuals eventually surrendered peacefully.

The driver is John Dubois, 33, he is facing various charges.

His passenger Shania Cloud, 27 was also taken into custody. Police said she had outstanding warrants out of South Dakota.
