(KNOX) -On Thursday evening the Grand Forks Police Department received multiple calls regarding a disturbance involving a motor vehicle driven recklessly in the area of 2200 8th Avenue North.
Moments later, the same suspect vehicle was involved in a crash at 2324 8th Avenue North, where it damaged a vinyl fence at this residence by colliding with it.
The vehicle fled the scene of the accident but was located by officers in the 1000 block of North Washington Street shortly thereafter.
The suspect had fled on foot from that location. With information from witnesses and assistance from the East Grand Forks Police Department, the suspect of this incident was apprehended in the area of 500 4th Ave North East, East Grand Forks.
The suspect was identified as Joshua Ostlund, an 18-year-old of East Grand Forks.
During the incident, Joshua Oslund prevented a passenger in the vehicle from exiting.
The vehicle was driven recklessly on multiple roadways, prompting several witnesses to contact Public Safety Answering Point about the dangerous driving behavior.
Ostlund was arrested for Felonious Restraint, Felony Theft, and Reckless Endangerment.
Ostlund is being charged with several misdemeanor offenses as well. Ostlund is currently being held at the Grand Forks County Correctional Center.
The suspect and victim in this incident are known to one another.
There are no outstanding threats to the public. This is an open and ongoing investigation.
