(KNOX) – Former Grand Forks Mayor Pat Owens is dead at the age of 83.
Owens will be remembered for her work during Grand Forks greatest crisis… the Red River Flood of 1997.
Residents on both sides of the Red were subjected to a river that would crest at 54.31 feet.
The stark image of Owens with then President Bill Clinton was televised nationally. Owens marveled that there was no loss of life during the flood.
