The Grand Forks Police Department is notifying the public on the whereabouts of a High Risk Sex Offender.
Authorities say 76 year old Dwight Moses currently resides at 1621 7th Avenue South. Moses was convicted of 2nd degree criminal sexual conduct at the age of 72 for touching the vaginal area of a five year old over her clothing.
There are 109 offenders registered with the GFPD that either live, work or attend school within the City of Grand Forks. Nine of those offenders are assigned a risk level of HIGH.
