
The Grand Forks council will likely go the route of a Construction Management at Risk delivery method for future upgrades at the Wastewater Treatment Plant.
The four phase plan carries a hefty bill with each ranging in price between $7.8 and $31.3 million dollars.
Phase one includes piping improvements and hydraulics and is said to be 60% into design.
City Administrator Todd Feland says the current facility is 20 years old and the goal is to renew the asset and expand it at the same time. Feland says the price-tag is expensive. “At the end of last year about $31 million dollars came off debt service as part of the initial build of the plant. Over the next five years we are going to take off another $7 million.”
The council is expected to approve the CMAR construction contract this summer. It’s a process the city utilized during construction of the Water Treatment Plant.

Grand Forks is ready to launch into the next phase of study for the slow moving English Coulee.
The city enlisted the services of AE2S last year to help gauge community interest in the improvement plan. At issue is balancing a flood protection function of the coulee with recurring water quality… odor…and aesthetic issues. The next step is collecting water data…developing a hydraulic model… and sediment removal. Phase two of the project carries a $436,000 dollar price-tag.
