North Dakota residents who live outside of a city but within the local extraterritorial zoning jurisdiction of a municipality would be eligible to vote in local elections under a bill approved by the House this week.
House Bill 1165 received a DO NOT PASS recommendation out of committee. Critics say allowing residents who do not pay property taxes or pay for city services should not be allowed to vote.
The House vote was 48-46 in favor of the bill.
Grand Forks currently has a Land Use Plan that operates with a two-mile Extraterritorial Zoning Jurisdiction
Lawmakers have adjourned for mid-session “crossover” break and will return March 3rd.
