The Minnesota Commerce Committee has approved a recreational marijuana bill on a 10-7 party-line vote. The move sends the bill on to the Labor and Industry Committee for further review. The legislation would set legal limitations on the use, possession, and transportation of cannabis and cannabis products for those 21 or older. Supporters tout the increased tax revenue for state coffers. It would impose a 10% gross receipts tax on retail and on-site sales of adult-use cannabis products. The bill would also set strict civil penalties – ranging from $1,000 to $1 million – for selling cannabis or cannabis concentrate without a valid license.
