
The idea of allowing “pedal pubs” on city streets or bike trails is traveling through the North Dakota legislature. House Bill 1316 has already passed the House and has received an initial hearing before the Senate Transportation Committee.
Representative Corey Mock says the issue surfaced after Grand Forks reviewed a potential license application – only to discover the state does not define what the vehicles are. Under the bill they would be classified as multi-passenger bicycles. “There is one franchise that is specifically contracted to work in Grand Forks. That franchise agreement is in place. They re prepared to take operation as soon as they get the state and local permits.”
Mock says in most cases the 16-17 seat bicycles have built in safety features…travel at speeds of 3 to 5 mph…and allow passengers to bring their own beverages – including alcohol – to enjoy. “They are a service just like a tour bus or limousine.”
Mock says the law is modeled after one already on the books in Minnesota to avoid confusion should the pedal pub route carry it across the river.
The bikes are steered by a designated driver who is usually the owner or an employee.
