UND Given 30 Day Extension from US Department of Education to Submit List of Foreign Financial Disclosures

(KNOX) – The University of North Dakota has been given a 30 day extension from the U.S. Department of Education to provide a list of its foreign financial disclosures.

The DOE is accusing the university of not filing foreign funding disclosure reports before July 2020. It also has been accused of investing in and being involved with Chinese aviation companies “known to have close associations with China’s military.”

UND’s vice president of marketing and communications says the university is providing the DOE two submissions. The first was sent earlier this month, and the next one will be sent in November.

The 1965 Higher Education Act requires American universities to report any foreign gifts that are worth over $250,000.

UND President Andrew Armacost says there are identified contracts and funding deals that are with training contracts for pilots who are associated with Chinese airlines. He also says the UND Aerospace Foundation, not UND itself, have set up the contracts where the pilots are trained in Mesa, Arizona.

Armacost sent a letter to students, faculty and staff saying the DOE did not let the university know its concerns before the investigation was announced. He also says that students who are not from the U.S. are not allowed to enroll in UND’s UAS academic programs and that they don’t have any access to sensitive information or equipment regarding these programs.

UND is not the only university being investigated.  Duke University, located in Durham, North Carolina, is currently being investigated for its relationship with Wuhan University in China. That investigation is about investments to create a joint university in Wuhan, China.
