(KNOX) – A 36-year-old Grand Forks woman was arrested and has now been charged with child neglect and abuse. Grand Forks Police say they found Kelly Wosick intoxicated and disoriented with her infant daughter in her presence.

Wosick is facing a Class C Felony, as officers responded to a report on Monday after 8pm and was told by Wosick’s sister that Wosick was unresponsive with her infant daughter. The officers who responded say the apartment she lives in was messy and it smelled like feces and urine.
A report says the infant was not clean and had her hair wrapped around her neck. Police also found large alcohol bottles on the floor of the apartment near Wosick and the infant’s car seat. The car seat was covered with an unidentified liquid, and the infant’s bibs were full of ash and cigarettes.
The report says Wosick was disoriented and that she refused to receive both medical and mental health treatment. Wosick apparently told officers that she thought a friend was taking care of the infant, but the friend had said she left. The report also says that Wosick first believed she would be able to take care of the child, and then she thought she wouldn’t be able to.
Court documents say the infant is now with Child Protective Services, and that Wosick was taken to the Grand Forks County Correctional Center.
This is the second Grand Forks Police investigation this week that involves a child. Police said Monday they are investigating an incident involving a dead child in a separate and unrelated case.
