City of Grand Forks Supports Water Usage Portals

By Ryan Cunningham Apr 28, 2026 | 8:22 AM

(KNOX) – The Grand Forks Council gave an early nod of support for looking into the possible use of a customer service portal for water useage.

If implemented residents could log into their account to see real-time water consumption… leak alerts…and other data.  The cost of the portal system is estimated at $50,000 to $70,000 dollars annually.  That bill would likely be passed on to customers – around 35 cents per month.
Council member Rebecca Osowski is not a fan of the plan saying water rates are already high enough.  Osowski says if approved the increase should only be paid by those who use the portal – not across the board.
If the council gives final approval next week the item would be placed in the 2027 Water Distribution budget.  A Request for Proposal (RFP) would be returned to the council to select a vendor.
