Grand Forks Woman Accused of Attacking Victim With Candle in Park River

(KNOX) – A Grand Forks woman is facing felony charges after allegedly attacking another person with a candle in Park River.

According to a criminal complaint filed in Walsh County, Tilly Welsh, 21, was arrested and charged with terrorizing and aggravated assault, both Class C felonies.

Deputies went to a home in Park River on a report of an assault. The victim told investigators they were sleeping on a couch when Welsh came downstairs and began hitting her in the head with a  glass candle.

The victim said Welsh repeatedly struck her with the candle, pulled her hair, and punched and kicked her. The victim reported Welsh then went to the kitchen, used a racial slur, and said something about a knife while grabbing something from the counter.

Fearing Welsh would stab her, the victim fled to a nearby business to get help, according to the complaint.

The victim was treated at First Care Hospital for a laceration on the right side of their forehead that required stitches.

When deputies arrived at the residence, no one initially answered the door. A probation search was authorized, and Welsh and several others were found inside. Welsh told a deputy she hit the victim with a candle, but said the victim started the fight on the stairs. She declined to have deputies check her for injuries, though officers observed bruises on her legs.

Welsh but declined to speak with law enforcement. She was arrested.

Investigators found several glass candles throughout the residence, matching the description of the weapon used in the assault.
