Grand Forks County May Ask Voters for Greater Mill Levy Control

By Ryan Cunningham May 20, 2026 | 7:21 AM

(KNOX) – Grand Forks County may ask voters in November for greater flexibility when it comes to mill levy collections.

The idea is being floated by Commissioner Terry Bjerke who says there are mills being collected that are earmarked for specific groups without county control. Bjerke says that’s not good management. He says consolidating or combining mills could reduce taxpayer impact.

Bjerke also wants to ask voters to repeal designated mills for ambulance service and the Senior Center. He says instead those services should be a part of the regular budget process.

The commission did not take any immediate action on the ballot requests.

In other action…the board rejected a pair of motions designed to ban county applications for “TIF” or “PILOT” property tax incentive requests if they involve hospitality…service…or retail projects. Commissioner Mark Rustad says he doesn’t want it to appear as if the county is anti-business and the commission can always just say no.
