East Grand Forks City Council discusses cannabis ordinance, 2025 budget

(KNOX) – The East Grand Forks City Council held a public hearing Tuesday night to discuss zoning ordinances to regulate cannabis and low-potency hemp businesses within the business district or commercial highway.
City Planner Nancy Ellis reviewed the type of permit cannabis businesses should apply for.

“Because we have so many regulations on them having to be licensed so far from certain locations, we’re going with just a permitted use, so it would be the license through the business and not a conditional use permit, because we already have very specific conditions that are already placed on it,” Ellis said.

This was the first reading of the ordinance.

The East Grand Forks City Council held a special meeting Tuesday night to discuss the 2025 city budget.
Alderman Clarence Vetter asked if department heads were challenged to come up with more expenses that could be cut.
The response came from administrator Reid Huttenen.

“In order to continue to provide the level of service that’s been provided year over year, the expenditures are where they need to be, and if we wanted to see any large changes from this point forward, it would need to be consideration of what service levels we’d be will to maintain and how we’d want to change that.  We’d be looking for direction from the council on where those service levels would need to change up,” Huttenen said.

Huttenen says work will continue to get the final levy down to three percent. He says at that level there may be no adjustment needed for property taxes.
A public meeting on the budget is set for December 3.
