(KNOX) -The Grand Forks Committee of the Whole approved a preliminary engineering reimbursement agreement with the North Dakota Department of Transportation (NDDOT) for a project on Gateway Drive.

Grand Forks City Engineer Sarah Sesselman said that there is a stipulation in the agreement that the city would have to pick up the costs if the project is changed or cancelled by the City of Grand Forks.

“The city agrees to reimburse the DOT for all expenses if the city terminates or materially reduces the project’s scope,” Sesselman told the committee.

The basis of the agreement is that the NDDOT agrees to proceed with the preliminary engineering and with the construction of the project, and the City of Grand Forks will reimburse the NDDOT for all preliminary engineering if the city stops or changes the work.

Sesselman said the goal is to maintain the quality of the pavement on Gateway Drive.

“The project work would include cpr, grinding and dowel retrofit,” said Sesselman.

The work would be done on Gateway Drive from North 55th Street to Interstate 29.

The agreement under consideration for approval is the NDDOT standard preliminary engineering reimbursement agreement.

The proposed work was selected and programmed for 2028 through the Regional Roads Program, which provides federal grant funding through the Federal Highway Administration and administered through the NDDOT.

The project does not include any improvements to the I-29 ramps.
