Second Avenue North to University Avenue in Grand Forks to Undergo a Reconstruction Project

(KNOX) -The Grand Forks Committee of the Whole approved a bid for alley reconstruction from Second Avenue North to University Avenue, between North Third Street and North Fourth Street.

Grand Forks City Engineer Al Grasser said that a majority of this alley was removed in 2022, “Which encompassed essentially removing the alley paving and putting in the storm sewer. That was part of the first steps of being able to come back and do the alley,” Grasser said.

At that time, the Franklin on Fourth development was also just getting started. Because that project required large vehicles and equipment to operate in the alley, it was decided that the alley reconstruction would be delayed until the development was closer to completion.

“This is really the final phase of putting the whole process together. This is the actual paving. We did open bids on September 5th,” Grasser said.

Three bids were received for the project. The low bid was submitted by Strata Corporation in the amount of $179,472. This bid is approximately 6% below the Engineer’s Estimate of $192,019. Strata Corporation was awarded the bid by the Grand Forks Committee of the Whole.

This alley previously existed as a concrete surface. Once the utilities were installed in 2022, the alley was replaced with a temporary gravel surface. This project will include removing the temporary gravel and remaining concrete and installing a new concrete surface in the alley
