The 2023 road construction season is not yet over but Grand Forks officials are already turning their attention to major 2024 projects.

The city council gave preliminary approval this week to a cost participation agreement with the North Dakota DOT on the reconstruction of the Washington Street Underpass corridor – 5th Avenue South to 1st Avenue North.

In addition to a new road surface the project calls for sidewalk improvements…replacing the existing lift station…rehabilitation of the bridge and retaining walls…plus a stormwater pond.

The railroad underpass was originally constructed in 1937 and expanded in 1964. The concrete road dates back to 1964 – with several mill and overlays – the most recent in 2018. The total project cost is estimated at $15.7 million dollars. The city would be on the hook for 10% of the bill. The pond would be constructed near where the old “Smiley” city water tower used to stand.

The project is scheduled to be bid October 13th. Construction would take next year.
