After 15 committee stops, a bill to legalize recreational cannabis in Minnesota is headed to the House floor. The House Ways and Means Committee on Monday approved House File 100 as amended on a split-voice vote.
The bill would appropriate more than $73 million in the 2024-25 biennium to set- up statewide and local structures to regulate and manage sales… fund prevention and addiction recovery programs… and provide grants to law enforcement and courts.
Republicans voiced reservations, including Republican Rep. John Petersburg.
“I have lots of relatives in other states that have cannabis use and there are a lot more concerns and a lot more anecdotal information in regards to that, so I think it’s just dangerous at this time,” he said.
The sponsor, DFL Rep. Zach Stephenson, replied: “I think that cannabis, in terms of societal impact, is not nearly as significant as alcohol, a legal substance in the state of Minnesota.”
Among other things, the bill would permit those 21 or older to possess up to two ounces of cannabis flower in a public place — or one-and-a-half pounds in a person’s residence.
They could possess or transport no more than eight grams of adult-use cannabis concentrate…
possess or transport edible products infused with up to 800 milligrams of THC…
use cannabis flower and cannabinoid products in private areas…
and cultivate up to eight cannabis plants, of which four or fewer may be mature, flowering plants.
