The Grand Forks council has approved a soil disposal agreement for the Franklin on 4th project.
Soil testing during construction has discovered petroleum contamination from when the site was used as a gas station. The impacted soil will be hauled to the landfill and be replaced. Developers will pay a one-time fee of $150,000 for the disposal.
