EGF crafts plan for asphalt plant

The East Grand Forks council has reviewed a revised set of recommendations to keep an asphalt plant project by RJ Zavoral & Sons moving forward.
A council subcommittee has endorsed a five-year probationary period for the plant after reports by the MPCA released information about an enforcement violation by Zavoral at a pair of portable hot mix plants.
The city issued a special use permit for the local operation back in May.
The city has recommended a five year probationary period that includes monthly inspection reports and various emission testing requirements.

Stack testing (performance testing) as required by MPCA along with additional testing
according to the following timeline:
a. Performance test when plant begins operation.
b. 2nd year of operation an emissions test will be conducted.
c. 3rd year of operations – if the plant passes the emissions test conducted during 2nd
year of operation, emissions testing during the 3rd year of operations is waived.
d. 4th year of operation an emissions test will be conducted.
e. 5th year of operations – probation ends and MPCA testing frequency guidelines are to
be followed.

City Attorney Ron Galstad says all sides have agreed to the conditions.
The council will officially act on the agreement next week.
