Hearing held on ND critical race theory

A North Dakota lawmaker is readying legislation designed to put some teeth into North Dakota’s administrative rules on Critical Race Theory.

Current law bans the teaching of CRT in required curriculum, and directs the Department of Public Instruction to adopt enforcement provisions.

CRT suggests racism is not merely the product of individual bias or prejudice but embedded in legal systems and policies.

Representative Jim Kasper says he’s been made aware that certain school districts may be ignoring the directive.   Kasper says the draft would provide funding for the North Dakota Attorney General’s office to investigate complaints and attach a claw-back provision to pull funding from district’s deemed to be in violation.

Kasper delivered his remarks before a North Dakota DPI committee hearing on Thursday.

One change before the Administrative Rules Committee would require school boards to make all instructional materials publicly available.

Written comments regarding CRT will be accepted by DPI until December 19th.
