A handful of East Grand Forks residents used last night’s (Tuesday) council meeting to voice opposition to the recent approval of a special use permit for an asphalt project on the edge of town.
Opponents cited the recent Minnesota Pollution Control Agency announcement that RJ Zavoral & Sons had exceeded air emission limits and failed to test equipment at two portable hot mix plants.
In May the council agreed to allow Zavoral to operate a plant near County Road 17 and west of Highway 2. The special use permit included nine conditions – including that the plant meet all city…state…and federal permits.
City Attorney Ron Galstad told the council he’s been in contact with a compliance officer with the MPCA. “I’ve been in contact with the state and looking into it as this point in time. I will provide any information to the city administrator and the council.”
The MPCA order the company to pay a $14,490 civil penalty.

In other action the council approved a facility use agreement for the annual Grand Craft Beer Tour at the Civic Center on September 24th. The event is sponsored by Leighton Broadcasting.
The council also approved a liquor license for Bernie’s. The Food Network’s Molly Yeh plans to open the restaurant in the former Sickies and Whitey’s location later this year.
