An East Grand Forks earth moving and construction services contractor has been cited by the Minnesota Pollution Control Agency for exceeding air emission limits and failing to test equipment.
The MPCA violations involve two of RJ Zavoral & Sons portable hot mix asphalt plants and two portable rock crushing plants. One of the asphalt plants exceeded particulate matter emissions by more than seven times the permitted limit.
In addition to paying a $14,490 civil penalty the company must keep all permits current and develop plans to ensure equipment and performance tests are completed.
In May the East Grand Forks council approved an asphalt plant project by the company near County Road 17 and west of Highway 2. The special use permit included nine conditions including that the plant meet all city…state…and federal permits. The MPCA action does not involve current project plans.
