Update 5:30 PM:
The East Grand Forks City Council this afternoon declared a local state of emergency because the Red River – earlier today – rose above flood stage of 28 feet.
East Grand Forks Fire Chief Jeff Boushee told the council the move is precautionary, as it could help preparation and possibly lead to financial aid “down the road.”
Boushee added: “I am not anticipating any problems, looking at the what National Weather Service is forecasting.”
For now, the National Weather Service predicts the river will crest at 37 feet in March 28 on Monday.
At last check (4:45 PM), the Red River was at 29.19 feet in Grand Forks-East Grand Forks.
The emergency will be in effect until the river level returns below 28 feet.
The Weather Service says a flood warning remains in effect border to border for points directly along the Red in North Dakota and Minnesota.
Also, all boat landing access to the Red has been closed on the Polk County side of the river starting today (Thursday).

The East Grand Forks city council has called an emergency meeting for 5:00 PM today, to declare a local flood emergency, since the Red River has risen to flood stage.
The Red went over the flood stage of 28 feet today… and at 3:45 PM, was over 29 feet.
A flood warning remains in effect border to border for points directly along the Red in North Dakota and Minnesota.
All boat landing access to the Red has been closed on the Polk County side of the river starting today (Thursday).
Law enforcement says rising water and extreme currents are very dangerous… and caution should be used if you are walking anywhere near the water.
