GF reviews hate crime ordinance

The Grand Forks council got its first look at a proposed hate crimes ordinance last night (Monday).  The draft is designed to address issues related to harassment…terrorizing…simple assault…and criminal mischief.  The proposed penalty is 30 days in jail and or a $1,500 dollar fine.

The discussion centered on how often the provision would be used.

Council President Dana Sande questioned whether enhanced penalties should target all crimes – without or without a hate label.

Council member Katie Dachtler helped draft the ordinance.  “It saddens me to think we can’t come to an understanding for members of our community that their experiences may be more difficult based on one of these things that puts them in a protected class so they need extra layers of protection.”

The city may drop terrorizing from the draft  as it already carries a stronger penalty under state law.  The council agreed to continue to work and discuss the proposed ordinance at future meetings.
