
The clock is ticking for Grand Forks to ready potential projects that could qualify for various federal revenue streams in the aftermath of COVID-19.
Grand Forks is slated to receive $11.36 million dollars through the so-called American Rescue Plan. A separate $2.3 trillion dollar infrastructure spending bill could also net additional dollars through “earmarks” for community development funding and transportation needs.
A potential list needs to be submitted to Congressman Kelly Armstrong’s office by April 19th. City Administrator Todd Feland says staff is reviewing various projects to see what falls within program guidelines. “We probably have an embarrassment of riches coming out of this pandemic of all the opportunities to invest in Grand Forks. Who would have though this in march of April…I don’t think anyone would have.”
On the community development side the top ranked projects include demolition of the old water treatment plant and to help jump-start the Housing Authority-Lyons development downtown.
Tops on the transportation side is the 42nd Street underpass….47th Avenue Interchange…and an inter-city bridge.
The County is expected to seek funding for a Merrifield Bridge.
