Grand Forks City Council Tables Plans and Specs for North 4th Street Reconstruction Project

(KNOX) -Grand Forks City Council tabled approving plans and specifications for reconstruction of North 4th Street from 1st Avenue North to 2nd Avenue North.

City Engineer Dave Kuharenko said that the delay could impact the project.

“We have the potential of it being bid at the January bid opening instead of the February. If we end up pushing it off to next week and the following cycle, it more likely than not, we will be looking at the February bid opening,” Kuharenko told Grand Forks City Council this week.

Tricia Lunski, a member of Grand Forks City Council, wants the Committee of the Whole to review the process.

“I think without having Committee of the Whole meeting, there were some meetings that couldn’t be scheduled in time. They’re scheduled for this week,” Lunski said.

“All of this has to be reviewed, and go through DOT and their design division for review and comment. Then we have to follow up with those, and address those as needed,” Kuharenko said.

Grand Forks City Administrator Todd Feland told the council that if any altercations are made to the plan, there will be questions that the council will have to answer.

“If we’re asking for significant design changes at this point in the process, I think there will be some questions about why, and after all the various hearings we’ve had on the particular project,” Feland told the council.

Grand Forks City Council voted 6 to1 to table the matter.

The next Grand Forks Committee of the Whole meeting is at 5:30 p.m. Monday, October 14 in city council chambers.
