Memorial Village navigates through zoning

The Grand Forks council approved the rezoning of the Memorial Village II project last night (Monday).

As was the case at last week’s Planning and Zoning Commission meeting neighborhood parking generated most of the discussion. Some nearby residents question whether there will be enough stalls for tenants as well as visitors to the collegiate softball complex that will be located just off University Avenue.

In addition to the nearby parking ramp several surface lots have been identified for use.
City Planner Ryan Brooks says the five-story mixed use building will also have 250 surface stalls on site.  Brooks says providing access to alternative parking lots is key to the overall development plan.  “There won’t be that much coming from the outside.  We don’t want to have this thing parked the same way as we would something out by Target.  We want this to be a condensed urban type feel to it which will make it popular with the college.”

The council voted six to one in favor of the plan.

The Grand Forks council formerly adopted a resolution of support last night (Monday) authorizing the issuance of revenue bonds on behalf of Altru Health System. Altru is looking to tap $150 million dollars in financing to complete financing for the new hospital project A public hearing on the bond request is set for August 21st.

Grand Forks will split the cost of the next phase of planning for a 47th Avenue Interchange project with the North Dakota DOT. The engineer-ing component of the plan is expected to cost around $3.5 million dol-lars. The work will include what utilities need to be relocated, what land needs to be acquired, and what wetland mitigation needs to occur. A concept design for the Interchange could come before the council in Au-gust or September.
