The pace of planning for the proposed fertilizer plant west of Grand Forks is expected to quicken between now and the end of the year. With that in mind the Grand Forks City Council has agreed to hire a "strategic consultant" to help negotiate an agreement with Northern Plains Nitrogen. The company is eyeing a $1.85 billion dollar facility near the city's wastewater lagoons in order to tap into the grey water supply. The Kansas City based firm Black and Veath will be paid upwards of 206-thousand dollars. NPN is hoping to begin constrution on the facility in 2015.
