Is it property tax relief? Or a tax increase? Governor Burgum signed legislation last week designed to have the state take over paying for social service programs. Supporters call the 161-million dollar program real property tax relief. But moving forward it replaces the 12-percent property tax program now in place. Grand Forks Finance Director Maureen Storstad ran some numbers for the city council that shows the owner of a 200-thousand dollar home in the city will pay 187-dollars more annually. Storstad says the net result is a seven-percent increase over current levels.

The figures also assume the full 20 mills for social services will come off property taxes from the county.
The pilot program for social services was developed in part due to the state’s one-point-seven billion dollar revenue shortfall.
