The Grand Forks council gave preliminary approval to a 2018 city budget tonight. The spending plan calls for a zero
mill budget increase but calls for a slight bump in utility rates. Overall utility bills will climb 2.95%. The general fund budget will come in around 39 million dollars. The council did vote to freeze it's own pay next year and put the proposed 2018 increase towards employee pay. The move translates into some 14-hundred dollars.
In other council news members said "yes" to a tax incentive plan to help pave the way for a 54 million dollar expansion at Simplot. The move grants the company an 80% exemption over ten years.
